Penn Township operates a network of storm drains, inlets, pipes, swales, outfalls, and other drainage facilities that collect and convey stormwater runoff.
This system helps manage runoff from roads, developed properties, and other impervious surfaces. These facilities help reduce drainage problems, protect public infrastructure, and carry stormwater to appropriate discharge points.
Our MS4 and the NPDES Program
Portions of Penn Township’s stormwater system are regulated under the National Pollutant Discharge Elimination System (NPDES) program. Penn Township maintains an MS4 permit through the Pennsylvania Department of Environmental Protection (DEP).
The permit establishes requirements intended to reduce pollutants carried by stormwater into local streams and waterways. As part of the program, the Township monitors its stormwater system, identifies regulated outfalls, provides public education, addresses illicit discharges, and implements other measures to protect water quality.
Stormwater Improvement Projects
Penn Township has undertaken stormwater improvement projects designed to reduce sediment and nutrients entering local waterways and ultimately the Chesapeake Bay.
Projects have included improvements at Cedar Hollow, White Oak Road in partnership with the Manheim Central School District, and West End Drive. These projects use stormwater management practices to reduce sediment and other pollutants carried by runoff.

Our MS4 Permit Requirements
Penn Township’s MS4 permit requires the Township to address six Minimum Control Measures (MCMs). These measures are intended to reduce stormwater pollution, protect water quality, and meet the requirements of the NPDES program.
The six Minimum Control Measures are:
- MCM #1 – Public Education and Outreach
- MCM #2 – Public Participation and Involvement
- MCM #3 – Illicit Discharge Detection and Elimination
- MCM #4 – Construction Site Runoff Control
Construction site runoff requirements are administered in coordination with the Lancaster County Conservation District. - MCM #5 – Post-Construction Stormwater Management in New Development and Redevelopment
