The intermunicipal board was created to hear local appeals, requests for variances, and requests for extensions of time, of the Pennsylvania Uniform Construction Code. The board has a representative from each – Mount Joy Borough, Manheim Borough, Penn Township, and Rapho Township. The agreement established the Mount Joy Borough, Manheim Borough, Penn Township, and Rapho Township Joint Appeals Board.
