NOTICE
In accordance with the requirements of Title 25, Chapter 71 of the Pennsylvania Code, notice is hereby given that the Board of Supervisors of Penn Township, Lancaster County, Pennsylvania proposes to adopt the Sewage Facilities Plan Update Special Study for the Township pursuant to the Pennsylvania Sewage Facilities Act, Act 537 of 1966, as amended (Plan) following a 30-day public comment period, hereby established.
The Special Study shall update the existing Township Act 537 Sewage Facilities Plan. The purpose is to evaluate public sewer service alternatives for several properties recently rezoned for growth in the northern portion of the Township, referred to as the Pleasant View Community Sewer Planning District, to update the public sewer alternatives and costs for the Hi-View and Penryn Sewer Planning Districts detailed in the previously approved 2004 Act 537 Plan as areas of sanitary sewer need, and to coincide with the Township’s Comprehensive Plan currently being prepared.
The Special Study is strictly intended to be a structural analysis to serve the areas previously identified in the 2004 Act 537 Plan study areas and the recently rezoned tracts of land located between the existing service area and the previously identified areas of sanitary sewer need. The infrastructure mapping and cost opinions have been reevaluated and updated for current costs, conditions and options, so a feasible plan can be implemented by Penn Township and the Northwestern Lancaster County Authority.
Individuals interested in reviewing a copy of the Plan may do so either at the Penn Township building during normal business hours (Monday through Thursday 7:00 AM to 5:30 PM), or by viewing on the Township website (penntwplanco.org). The public may submit written comments on the proposed Plan, either by mail to the Penn Township Board of Supervisors, 97 N. Penryn Road, Manheim, PA 17545, or by email to manager@penntwplanco.org during the 30-day public comment period. The 30-day public comment period shall commence on Monday, January 12, 2026 and terminate end of business day on Friday, February 13, 2026.
