Invitation to Bid

Sealed proposals for a roof replacement of the Township office building will be received by Penn Township at 97 North Penryn Road, Manheim, PA 17545, until 11:00AM, prevailing time, on August 7, 2024 at which time they will be publicly opened and read aloud. Bids received after this time will not be accepted. Award of the bid will occur at the Penn Township Board of Supervisors 7:00PM, August 12, 2024 meeting at the above address.

The building contains 6,653.5 square feet (63 ft. 8 in. by 104 Ō. 6 in.) and has a 12/4.5 roof pitch. The project involves the removal and replacement of the existing shingle roof with a standing seam or other metal or equal roof. Old roofing shall be removed and disposed of in a lawful manner. Identify the warranty period for new roofing material. Roofing shall be attached per manufacturer’s specifications with approved fasteners. Ridge vents and all penetration boots shall be provided per the roofing manufacturer. The successful bidder will provide a per unit cost for installation of all items, and the labor rates. Bidders can schedule a time, 7:00AM to 5:00PM Monday through Thursday to view the building prior to submitting a bid. Questions prior to the bid may be directed to Mark Hiester, Manager.

Prior to the start of work, the vendor shall furnish to the Township a Certificate of Insurance showing compliance with the following limitations. The vendor further shall maintain such other insurance (with limits as shown below) as shall protect the vendor and the Township from any claims for property damage or personal injury, including death, which may arise out of operations under this contract, and vendor shall furnish the Township with certificates of such insurance minimums below. Insurance coverage shall be maintained until the work has been completed by vendor.

Before proceeding with the work, provide insurance: proof of current workers compensation; vendor’s public liability insurance, personal injury, including death $250,000.00 for each person and $500,000.00 for each accident; and property damage limits of $500,000.00 for each accident and $1,000,000.00 for the aggregate.

Each bid must be enclosed in a sealed envelope and clearly marked on the outside (Office Roof Replacement). Successful bidder shall provide a bid bond certified check or bond in the amount of not less than ten percent of the total bid price. All bids will remain irrevocable for 60 days after the actual date of bid opening. The Pennsylvania Prevailing Wage Act Regulations shall apply to this project since this contract is estimated to cost more than $25,000. Penn Township reserves the right to reject any or all bids that are not in the interest of this Township.
